2004 Suburban Odd Heater Issue

My wife's 2004 suburban is doing some strange things lately, but the thing I'm wondering about right now is the strange heat issues she's having. Even if we let the vehicle warm up, the heater won't blow hot air unless you turn off the heat and turn it back on. Seems to work fine after that. This affects both the front and rear heaters. She has the dual climate control for driver and passenger, if that matters.

 

The coolant is generally fine, but it does occasionally need to be topped off, maybe every other oil change.

Also, not sure if this helps or not but I just thought of it. Last summer there was an issue with the air conditioning not working when I drove it (driver #2), but worked fine for my wife. As above, if I turned off the AC, then turned it back on, it would work fine.

 

The heat seems to not work right regardless of driver, so not sure about the AC now.
