Horn Service Bulletin?

(99 silverado 2500) Ok after replaceing my horn fuse and relay I figured that there is obviously a major problem since it won't work. I looked through the forums and didn't find much. I googled it and found a service bulletin for the horn pad. Of course all the sites that had this wanted some fee for the major details on the bulletin. Theres 2 bulletins TSB#3300/TSB#3300C. My horn does work when I push on the remote after locking the truck.

Possibly the wire from the steering wheel to where it connects up to the BCM wire is bad.
