Starer Motor Tries To Re-engage

Hi, first post. This problem started last year. When the temperature outside drops below 0 F or -18C, and the truck is started with the command start it seems that the starter motor wants to try and re-engage. Using command start, the truck will start and then there will be a half second pause and then you'll hear a sound like someone trying to stop a fan with a knife.....ching ching chchchchinnnggg. Sounds like the starter motor trying to re-engage to me? what do I know? Anybody else experience this? Is it the starter motor or the command start? Vehicle computer?

Help!
