98 envoy no 4 wheel drive

4 wheel drive not working in either 4hi or 4lo. Sounds like transfer case is engaging but front wheels don't spin in snow. Had the vaccum servo replaced under the battery. No fix! Just replaced the front diff fluid also. Is there a fuse blown or something just I'm missing? Can I check to see if I'm really getting vaccum at the servo some how?
