96 Tahoe issues

I have a 96 Tahoe with 4 wheel drive issues. It engages into 4hi fine but when I hit the 2hi it doesn't want to disengage unless I come to a complete stop and back up. I changed the actuator in the front differential, changed the gear oil, changed the t case fluid, and checked all fluids. I am at a loss here. Any suggestions on why it won't disengage on the fly?

I have had that same issue when one or both calipers were hanging up slightly. When that happens it keeps a load on the front driveline preventing disengagement, until you reverse direction & remove the load.
