crappy seathe heater controls

Another fantastic GM design here. My 2004 Sierra 2500HD slt has started kicking on the seat heaters as it pleases. I live in Ohio and it gets pretty hot in the summer and cold in the winter and it is really irritating that when it's 95 out, I can't get my seat heaters to stay off but when it's 5 out they won't stay on. I took apart the door and there was some water inside it so I dried it out. I then opened the heater control and dried it and sealed it closed with silicone and it worked for a while but now it's back to the same old crap.

 

So I'm wondering if anyone else has had similar problems and has actually been able to resolve them. I know it is water related (problem is more frequent after heavy rain) but how can I keep it dry if even silicone is not working. Any ideas are welcome.
