Instrument Panel Quit Working

I have a 2001 silverado 2WD 5.3L 191,000 miles and all of a sudden all of my gauges except for the battery voltage and oil pressure went out. I checked every single fuse on both under the hood and drivers side door and none were blown. I don't know what to do next, just replace the whole cluster or what?

Mine does this at start up once and a while. I almost think it's a low voltage issue. It always resets after restarting a few minutes later.
