1995 Chevy 1500 - no start in cold weather

My '95 will not start when the air temperature is around 10 degrees or below. All it will do is click. If that happens, I can come back to it when it is warmer, and it fires right up. I have had the alternator rebuilt, new battery installed, cleaned wire connections at the battery and on the starter itself, without any improvement.

 

Any suggestions on what to tackle next?

Check the ground connections. Especially the big one from engine to batt and the engine to chassis .

What is the battery voltage when you are cranking it and it just clicks? At 0 degrees a battery can loose 50% of its power. Also a new battery doesn't make it a good battery. You would be surprised how many new batteries have problems. Also how much amperage does the starter draw when cranking?
