I'm not sure on these new trucks. But on my 06 you turn your lights to off and then just turn on fogs. Not sure if this will work.

That will also turn on the tail lights. Should on the 06 too. Fog light button turns on fogs and parking lights.

I beleive you will have to get into custom wiring so the running lights don't come on.

I would imagine if you need fog lights on then that person behind you would also benefit from your taillights being on. Seems like it is just 'idiot proof' IMO.
