I have a 2001 chevy silverado 2500hd 8.1 gas, automatic Allison Transmission starter tries to engage while running I change the starter, fuses under the hood, new ignition switch, new neutral safety switch

Sounds like rodents got to chewing on the wiring under the ubec and now you have some shorting together. Pretty common. Lift it up and take a close look.
