Morimoto headlights not working?

Just got my h11 led headlights with antiflicker. They are not working? It seems that there is to much plastic on the plug, as they have popped on for a second and back off... any help

Break out a voltage meter and tell us where the voltage stops.

I mean they are sold as plug and play.. and the regular lights still work. I don't own a voltage meter.

 

Roommate just,said he has one. So it works to the regular light. And just go piece by piece because the led has a ballast sort thing, the anti flicker, and an adapter piece?
