That picture was taken in Ruston, LA where I went to school, Louisiana Tech University. I saw that picture about 4 years ago, and remember when everyone was talking about it. An alumni of my fraternity is a Ruston policeman, and he said the guy was driving it down Highway 80 which runs through town, anyway, that's illegal, and so he got pulled over.

Pretty funny.
