Instrument Cluster Issue 2009 Silvy

I was driving home the other day and my Tach stopped working and held at 1, my Speedo didn't budge and all the other gauges except for fuel seemed "frozen".

 

The battery terminals are good, from what I am reading could it be the stepper motors dying out...or the soldering in the plug behind the cluster? Also, if I replace my cluster with an aftermarket...will it need to be reprogrammed?

Did you check all of the related fuses, both at the end of the dash on the driver's side, and the big fuse box underneath the hood on the driver's side?
