99 tahoe speedo. trans shift kit?

I just bought a 99 tahoe 4wd with the 5.7 and 4L60E trans. The speedo is reading at about 90 when doing about 75. All speeds read high. It shifts like there is a shift kit but I doubt it. I read a little about different speed sensors and tailshaft sensors but not sure where to start. Any Ideas?

  Ok well I guess Lake disagrees with me on a few points. I call oil consumption pretty basic. Rudimentary. He calls it "really complicated." I think 1qt consumed in 3k miles is a lot. He says that's normal. In 22 minutes, he'll use his natural talent to explain oil consumption to anyone watching this video. He covers everything from obvious engine damage to how normally functioning healthy engines consume oil by design. Lake explicitly states how you drive will impact oil consumption. Shut up and watch:

  Check for broken bolts holding the exhaust manifolds to the heads, common problem. Dorman makes a repair piece if you find you have broken 1s and don't want to do the surgery to replace them

  My dealer says it's the 6.6 from the HD modified for the 1500's. So, my money's on the 6.7.
