installing fog lights 2019 silverado 1500 custom

I installed fog lights on my truck.i turned on the headlights to check them out.i have top set of headlights but not the bottom set or the fog lights.i know the fog lights need programed but does this need done for the lower set to work also?

Are they OEM lights?  I thought I read that the computer needs to be updated by the dealer.
