There is a lower control arm or drop struts. 
 

A control arm will be the easiest, a drop strut will be the most time consuming drop. A spindle will be the most in-depth.. they are cost about the same, maybe $50 within each other.,

 

For the cheapest way, break out a torch and heat up your coils.

How are you going to drop the back? With dropping the front 2" and the back already 2" higher than the front there will be a 4" rake front to back. Even with a 2" shackle in the rear it will have 2 inches of rake which will be more noticeable with less wheel well gap. 

I have not seen a 2" control arm for the T1 trucks yet. So the spindle or struts would be the current options.

DJM and IHC sell 3" control arms which means you definitely will need to do a flip kit to get the back down. It would be cool if someone sold 2" control arms.

I'm doing a 2" shackle in the rear.  I am aware of the rake a 2" drop up front will do but I do still tow and the rake is nice for that.  This 2wd is taller than my 14 4wd that was leveled on 33's.  A 1" drop would be ideal but it doesn't look like that's happening.

I can relate. In a perfect world I would like to lower mine about 1.5" in the front and 3" in the rear. The drop struts would work on the front but I have heard they don't ride great. The back pretty much goes from a 2" shackle to a flip kit with nothing in between. IHC has a kit that includes a flip kit and a lift shackle but the travel on the rear is compromised so they use airbags to help. Really the whole problem with the rear is the hanger can't be relocated.
