1999 Chevy c3500 Dually Crew Cab rear brake issues

Took the truck for inspection and their computer read out says I have no passenger rear brake.  I had the truck up on jacks the other day and used brakes, wheels did stop turning.  Also bled brakes because I replace a caliper and bleeding brakes at this wheel was fine too.  What could this problem be?

One other thing I noticed while the rear of the truck was in the air.  When the truck was running and the rear in the air, the back passenger wheel was spinning much faster than the drivers side wheel.  Does this mean the passenger wheel brake adjustment needs to be adjusted?  Or is that adjustment star only for the parking brake?
