Power Outlets not working - 2007 Silverado NBS

My two front power outlets, the one in the console and the one on the back of the console have all stopped working oddly enough the horns do not work either. I replaced all outlets and the horns and still nada. I checked every fuse I could find and all are good. My next guess is that there is a short or ground somewhere. Any ideas?

I'm thinking if there was a short to ground you would be blowing fuses for sure.
