Hello ,  I have a 2019 silverado 1500 rst and tailgate will not open when cold out , you can hear the clicking

   actuator going when button is pressed been like this for a week now , now I learned after startup

and running tailgate opens  up , standard gate by the way , is this normal,  or do they only open when truck is running lol .

I never remote start my truck.  I back into the driveway for ease of accessing the bed.  Never had an issue with the truck opening when the truck is turned off.  Is it frozen closed and the vibrations from driving break it loose?

Doesn't seem normal, mine opens whether truck is on or off. Maybe try some silicone spray around  latching mechanism.
