I have a 1996 chevy 1500 when i start the truck i get 12 voltage not 14 voltage do i need to change the ground straps?

Why wouldn't you test the alternator first?

 

If the alternator is not pushing out 13.5-14.5 volts, then that is the problem. This is a simple test done with a volt meter.

Also check your battery cable terminations. Don't just jiggle them. Take them loose and inspect them for tight fit and NO corrosion. If corrosion clean them up and you may have to split the wire insulation to determine if the corrosion runs up the wire into the cable.

 

Worst case scenario just replace them with new cables.
