HELP - lighter APO stopped working

the lighter/APO has stopped working.  Checked all the pug styled fuses.  Did not check the square ones.  All the fuses checked ok both visually and with an OHM meter.  where else can I look to find out why the outlet is not working?

I  think the 12V socket outlet is on a relay. Pops when overloaded but will reset. I think the cigarette lighter is on a different circuit. See if there's power to 10, 11 & 12
