Stutter/surge when cruising

'17 Sierra 1500, 5.3 8 speed.  The engine has always stuttered and surged when cruising between 1500 and 1750 rpm.  Basically when traveling at 65 to 70 mph.  I can feel it of course,  the tach shows it,  and the gas mileage reading drops to like 8 or 9 mpg.  When new I mentioned it to the dealer and honestly don't remember the dialog we had.  Now at 71000 miles it is becoming either more pronounced or I am more focused on it.   Is this occurrence common with the 5.3, 8 speed?

Has the transmission ever had the fluid flushed with the new updated 8 speed transmission fluid?

It has
