On a 3.6 V6, is it normal for it to take 10 seconds for oil pressure to come up at start up ?

What year truck?  They had two generations of the 3.6 in the Colorado and they are rather different from each other in many ways.

How are you watching oil pressure?  With a scan tool?  Via the dashboard?  Or a mechanical gauge at a test port?

I know on my '04 3500 w 6.0, in VERY cold weather (like below -25C), it will take enough time for the low engine oil pressure warning to come on before it builds enough pressure to make the warning go away.  I have replaced the pickup tube o-ring, I might switch to a thinner oil to help, but I now mostly run a '12 3500 in it's place.
