94 Chevrolet shifting funny

Hey guys.. my bro has a 94 chevrolet 350 and when you drive the truck normal.. it runs first gear real high.. and you have to let off to keep from hitting the rev limiter.. it will idle down then when you step back into the peddle.. it will shift.. Is the tranny bad? or could it be some kind of sensor?

Try changing the fuel filter if it hasn't been done in a while. The computer usually relies on throttle angle and speed to figure when to shift
