My PAC OEM-1 doesn't work???

I have an '04 Silverado Extended Cab with the Bose speaker system. I just got PAC's adapter to hook up some subs which included the OEM-1, ADD-GM24 harness, and the AMP-RCA harness. With everything hooked up I get no output from the subs. If I plug the RCA cables back into the line level converter that I've been using in the past, the subs work fine. I've adjusted the gain controls on the OEM-1 and still do not get any output. Is there something wrong with my OEM-1 or is this not the right adapter for my truck?
