VSS voltage vs. speedo operation

Anyone have an idea what the voltage is supposed to be from the vss on a 94 Chevy c1500 w/ NV4500 tranny? My speedo is whacked out, jumps all over the place, ABS comes on below 15 mph, cruise control won't stay on, etc.

I measured the voltage from the VSS whilst running the truck off the ground. Voltage ranged from 200 millivolts or so to somewhat over 2 VAC. The vss seems to be ok, but again, the flippin' speedo doesn't work. Is there a buffer between the vss and the ECM? Any help would be appreciated.
