Van won't start (details inside) (picture as well)

Van is a 1994 GMC Safari with a 4300 Vortec Vin W.

 

The problem started a few months back, one day it just wouldn't start. I couldn't hear the fuel pump priming so instead of replacing the pump right away I thought I'd try the more affordable route and replace the pump relay first. Seemed to do the trick.

 

I was all fine up until this morning when it didn't start again, and once more, I can't hear the fuel pump priming. Can pump that are on their way out be this intermittent?

 

Here are 2 pictures of the relay that I changed, the first picture is of the relay itself and the second is a bigger picture so you can get a a better idea of where the relay is located.

 

The relay I changed is the one farthest to the right that says "made in china" That's what the parts store gave me, hopefully where it's made doesn't have anything to do with the problem. What are the other 2 relays for?
