WOT??? <<What is that,,I dont think its the fuel pump as loud as that thing is and when im acclerating it does fine

WOT is Wide Open Throttle, Also I had a surging/bucking problem in my 89 burb at part throttle at certain speed about 5 years ago and it went away after I replaced the plugs and wires and the cap too. It never missed under power, only at light throttle.

^^^thats what mine is doing at light throttle, and the wires, plugs, cap, and rotor when the intake was replace approx 1month ago

Is it okay if you put your foot into hard and ride it there for a bit?

My 00 Yukon Denali had the Super loud Wining fuel pump also. I replaced all the normal electrical stuff, thinking this was causing my bucking when I got on the pedal. What ended up fixing it was the Fuel Filter, once I replaced this, my pump no longer wines super loud and the car has more all around power. It also has no misses at idle, as it would do before.

I would give this a shot, expecially since you state that your Fuel Pump is wining so bad.
