1986 silverado

i have a 1986 silverado with a turbo 350 tranny,the trans convertor is not locking up,lots of rpms at 55 mph,bad gas mileage.just bought the truck and some mods were done such as holley 600 carb,truck runs fantastic.i need to know what powers the lockup convertor(switch on tranny is plugged in),i cannot figure out where the fuse is for lockup or what it is labeled in the fusebox.evidently this truck did not come with an ECM,because on the fusebox where it says ECM,there are no contacts for a fuse,just an open slot.RPMS at 55 mph are2700.Can the convertor be powered from the battery thru a toggle switch to at least check to see if it will lockup?If so i could leave it this way and lockup when i want to?~~cant figure out where it gets its power to lockup even if it did,please help!,Thanks,Steve~~email replies will be fine with me!
