My question is how quickly should the TCC be engaging? I just towed for the first time last weekend, and I noticed that when it hits overdrive and reaches speed ~70 mph, the TCC would engage and drop the revs from around 3000 to 2500. But it is a perceptibly slow lockup, taking 1 to 1-1/2 seconds I would say. I could reproduce it easily by just lifting off the throttle (unlock) and reapply throttle (relock).

I am used to towing with diesels, and a lockup that is fairly abrupt (fraction of a second with a noticable seat of the pants kick as the revs drop).

 

I just don't know if this slow gradual engagement of the lockup clutch is normal or not?

 

And is the speed of the lockup adjustable by a tuner?

1-1/2 of a second kinda seems slow. It should only be about half a second. I'm not too sure, but I think a custom tune would be able to adjust this to an extent.
