99 5.3 Gmc Sierra Bucks And Surges

my 99 gmc sierra 5.3l truck bucks and surges when im on the freeway sometimes when i roll on the throttle at highway speeds and sometimes just when im at a constant highway speed. the dealer said the fuel pressure was acting eratic and that the fuel pump might need replacing but in the end they didnt opt to do that. could it be the fuel pump or something else?
