Reprogram Key Fob

I own a 2000 Silverado and need to buy a new key fob. How can I reprogram it for my truck?

1. Start with the ignition OFF, hold down the power unlock button on the door panel. Turn ignition key ON, OFF, ON, OFF. Release power unlock button on the door panel. The locks will cycle once.
   
2. Hold down the keyless entry transmitter LOCK and UNLOCK buttons for 15 seconds. The locks will again cycle once.
   
3. Repeat step #2 for each additional keyless entry transmitter.
   
4. Turn the ignition on to exit the keyless entry transmitter programming mode. Programming is now complete.

I tried this on my one and only key fob and it didn't work. Here's a little info first

 

The truck is a 2002 HD2500CC

 

The horn doesn't work either when pressing the key fob or manually pushing it on the sheering. The lights use to flash when you hit the FOB, but no longer do. The key fob doesn't work at all. I took it apart today and cleaned it, but never took out or replaced the battery. In the beginning it worked like it has since new, you push to unlock/lock and the horn would sound and lights flash. About a month ago when locking/unlocking the horn would not sound but the lights still worked. Now neither one works or the fob. The locks on the door panels work like they are suppose to.

 

 

What can it be? I haven't checked the horn relays yet, but planning on it tonight. I'm wondering if it is something in the steering column as horn/lights/fob doesn't work
