I am in search of the following-

1. Factory service manual. I asked the local dealership about it and they said they're around $400. I'm like "WTF?!?! Can I have what'cher smoking?" (no I didn't say it, though I likely should have)

2. I am thinking of getting a block heater installed. Since I have zero experience with that and the Sierra (or any GMC) insight is welcome.

3. Advice/insight for starting & running it in extreme cold conditions (<0*F).

Welcome, I'm surprised your search for a service manual didn't bring anything up. I think someone was offering them for around $25 in the for sale section.

yeah, those Service Manuals are in the For Sale Section. the Search function does not really work on the website. you might want to utilize google to search for stuff on the site.

My '02 YukonXL had a block heater.....never once in 6 years did I use it.

During the winter, it does get cold here...-35c. Always had a good battery in it though....not the 600cca that GM puts in. 1000cca.

Look on eBay. Should be considerably cheaper there.

Where do you live? I don't think you'll get much use out of a block heater. It gets plenty cold here (-20 sometimes) and never had a problem starting the truck. Just let it warm up for 5 or 10 minutes before going somewhere and getting on it.
