Egr Malfunction.

I have a 95 X-Cab Z-71 5.7 TBI with 165000 miles. It is in good tune other than it has a surge gust off of idle at a steady speed. I ran the scanner and noticed that the EGR is causing the surge by opening and closing 0-94% and no CEL. The EGR solinoid and valve were replaced about 4 years ago due to a faulty EGR valve. I installed the original (good) EGR solinoid with no change. If I plug the vacuum line to the valve it runs great (no surge) but sets a code for the EGR. What paramaters does the ECM read for the EGR, and what are your thoughts on the problem. The ECM is commanding open at this low throttle setting or any throttle setting above idle for that matter. I thought it would only open at cruse speeds!
