Rear Panel Behind Back Tire Paint Job

Hey guys, so on my truck when i first got it i drove it for about 2 years without mud flaps and i have little stone chips on the rear panel behind the back tire and there starting to rust. also the panel seems to be peeling somewhat on the backside as-well do to the rust on the front. If i bring it into a dealership to be painted will they take off my bumper and fender flares to repaint the panel or just paint around it. and what will they do to the back of the panel to stop it from chipping away or what can i do for that. Mud flaps off for sure, bumper too if it s in the way to work.

or if you dont want the ugh mud flaps, 3m clear protection is the way to go!

Thanks guys but i have one other question will they fix the chipped paint on the backside of the panel where it is starting to rust or do i have to do something. If i have to repair it what should i put on it a rust inhibitor?

It all depends on what your after and what you want
