Horse Power Ratings.

I'm curious how horse power is rated now days. For example, a Z06 Corvette has something like 500 hp. Is that to the rear wheels? If I remember correctly, hp was measured off the crank back in the day. I believe I read it somewhere and because my dad has a 1967 Corvette with a 327 cu in V8. It claims to have 300 hp. I have driven it, and Rossane Bahr could walk it of the line after an ice cream truck. My dad's Vette is SLOW!!! It does however only have a 2spd Powerglide Auto tranny, but if it had 300 hp it should be quicker. I owned a 1996 TA and it was at 285 hp, and that hauled pretty good.

Just curious if cars now days are rated to the rear wheels, or some other formula.
