Chrome Plate On Upper Part Of Bumper Replacement?

I have a OB Silverado and I've been searching and searching everywhere for this part of the bumper. It's the chrome (and sometimes painted) piece on the top part of the bumper cover. It sort of acts as a lower extension to the radiator grill (which is also chrome is my case). I'm wondering if this piece is detachable and if I could replace it with a Onyx black version of it or if I should just take it to a paint shop and have it painted. I was looking to paint it myself and found chrome to be quite fun and complex to prep for paint, much less layin down some coats. Any help here would be greatly appreciated.
