My 2009 Silverado 5.3L only reads 83% at full throttle on my superchips Controller, is there a adjustment or way to get 100%?

That's called Torque management.

You have to remove torque management to get it to open all the way. Along with Anti Abuse mode.

 

But wave bye-bye to your trans if you remove all the TM and you don't do any upgrades to it.
