Heater Fan Control

I have a 2001 Sierra 1500 Crewcab, and my problem is with the fan control. It only works on the number 4 and 5 settings. 1, 2, and 3 are dead. Of course these are the settings that I use the most. What can I do? checked all the fuses. thanks
