07 New Style 1500 P0016 Code

truck has 5.3 with fuel management system with 163,000 miles. has p0016 code. brought it to a gm dealer for diagnostic read. the mechanic said that he doubted it was the crank or cam position sensor. truck runs rough, lack of power and fuel economy. when you step on the gas it pings from a start, and just feels like it's stuck on v4 mode. it sounds like an old 350 with 4bbl carb running with no air filter sucking tons of air. he seems to think the cam position solenoid had debris stuck in it and gave me moa to put it oil when i get it changed. or he thinks could be a screen that is dirty in the oil track running up to the rocker arms. any help here is more then appreciated. i don't want to just change parts for trail and error. he also may think the timing chain is worn out. also when he diagnosed it on the scan tool it showed the rpm for the cam was the same as the rpm for the crank. shouldn't it be half because the cam gear is roughly half the size of the crank gear.
