Stock 18" Rims peeling

Chrome clad rims on my 2012 LTZ are peeling. Dealer is saying that it is due to impact damage? All four wheels are peeling and center hubs are de-laminating with bubble running straight out from the center of the cap like water is being forced at highway speed under the chrome? Spoke with GM Warranty Customer Care Centre in Canada, they say the dealership has the first and only say on warranty coverage and the decision is final? Checked out my warranty and I can take my claim to an independant arbitrator as set forth in the terms & conditions of the warranty. Guarranteed to be settled within 50-70 days. Rims are off the truck the day after the dealer denied the claim and my summer tires are on with new rims. Doesn't matter now which way the decision goes, a different manufacturer will be under my butt. Always been a chevy pickup guy but not if the warranty doesn't hold any water and battles are required for resolution. Dealership is an hour away and been there twice with the tires & rims. Spoke with the manager of the dealership today, he is going to look into it, says that if the district manager has made a decision though, than it is final? (He must be special!)
