DRL's inoperative; do not work / quit working

I have 2008 Silverado with day time running lamps that just out of the blue quit working. the lower driving lights are my only lights. The high beams intially worked, as i switched over to see if i had another source of light. Then switching back to low beam / DRL's, the high beams only work on the "flash" sequence; by pulling turn signal back. I checked every single fuse in both fuse panels (under the hood & interior driver's side dash) and checked each relay as well. Placing a new relay in each location, and checking lights / DRL's, inop??!!

I have heard that if "high use" of the tilt wheel, will cause a harness in the steering cloumn to become unplugged. I have taken my lower dash off / knee bolster and top cover of my steering column, and all wires and harness look good, and connected.

My Cruise control quit working a couple of months back. the green light on dash, show active but no set speed continues.

The only mods to my headlights are i replaced the bulbs with Philips Crystal Vision Ultra H11 and the same on high beam with 9005. I switched the bubls back to the stock bulbs, still no low beam headlights / DRL's and high beams on flash to pass, as before.

HELP!!.
