need some Help

Have a 2003 siverado the rear brake lights are not working. The upper brake light works. I tested all the fuses to start, all good. traced the power to the bake junction box it is comming in. Took each connector off going to each brake light. Have 12 volts there. reconnected and no power on either side. Tried with just one connected at a time same thing. Tail lights and blinkers work so would not think it is a grounding problem, does anyone have any idea.
