For a 2" hole just about anything should work.

Get a piece of round steel the size you want your hole, weld a 1/2 to 3/4" plate on top and grab a few hammers start with about a 2 lb one and then a 5 lb one and a 10 lb. and you should be able to drive it down in the ground and then pull it back up and there is your hole. Put your sign in and knock the dirt back out of the pipe and move to the next one. I have also used square pipe to do this and then cut a oblong part out of one side and then used a screw driver to get the dirt back out. Just some redneck engineering that has worked for me to take sold samples.
