2006 Sierra front jounce bumpers

I purchased a used 2006 GMC Sierra 2500HD 4x4 Duramax. Had it a year, never new any different. Was reading about replacing the front rubber jounce bump stops, looked at mine, they are gone, i mean the steel bracket is gone. Looks like someone torched off the brakets on both sides of the truck, so there is no place to install the bump stops. Why would anyone do this, and what are my options to fix this problem?

No pictures on hand, but if you look in the wheel well you can see the rough edges where it was torch cut.

As I said, I was going to replace the rubber buimpers, and there were none there, and no place to install any.

I went and found another 2006 and looked, sure enough my entire brackets are gone.

The missing brackets are part of a much larger cross member, it seems, so no easy replacement.
