New TPMS Kent Moore tool will not read them

Brand New TPMS sensors. I use the DIC and go into TPMS program mode. I hold the tool near the valve steam and it will not find the new TPMS. The new sensors are P/N: 13581558. Is there something I'm missing here?

Do you have the EL-50448 orange tool? Did you hit the button? Battery in the tool? GM sensors?

The dealership is the one with the tool. They tried both the orange and the larger black Kent Moore tools. As listed above the sensor P/N is 13581558...and yes they are factory sensors.

Using the large gray Kent More tool you should be able to wake up each sensor and read the s/n and pressure. Even just laying on a bench. If not then the tool or sensors are bad. It will do this independent of vehicle status. Unlike the orange tool, this tool is also a diagnostic tool.
