The canine units are considered police officers by law.  As a result, not only could they give him a cruelty towards animals charge, they could charge him with assulting a police officer.

And those dogs are a good chunk of change.  We had the scare of our life a few months back as 1 of our handlers was rolling an apple down the back hill behind the station and the dog ran after it right as a car was coming across the aisle.  It got his paw in the wheelcover a bit, but no permanent serious damage.  1 second or 2 either way and it wouldn't have been pretty.
