Front bumper lower air dam

Has anybody went through the trouble to trim the plastic on the bottom of the bumper to completely contour the shape of the bumper, and the whole thing only hang down about 1" to 1.5" the whole way across?

I heard it hurts your gas milage so I never did it, but it definitely looks way better
