Steering wheel won't slide in anymore

The telescoping adjustment on my steering wheel is no longer working. Pushing the level down causes the wheel to move in about a 1/8 inch like something is releasing a tiny bit, but that's it. The wheel is definitely bound up and stuck fully extended. I got up under there to see if I could determine the issue, but there's so much up under there I have no idea if something that should be moving isn't. The tilt adjuster still works fine.

 

Anyone have this problem? I am hoping its something simple like "yeah, it can bind fully extended, just reach up under there and press on X to unbind it, and don't pull it out that far again", and I don't end up having to waste time at a dealership for it.
