Windows wont work unless engine running

Only a minor annoyance...but why wont my windows work with the key ON and the engine OFF?

 

Left them down and tried to put em up without starting the truck....NO haps. Start the truck, wait about 2 seconds and viola...

 

Anybody ever have this occur?
